Depending on countermeasures the enemy is using, what do you think actual hit rate should be?
There is quite a difference in effective range but it doesn't mean that your missiles' PK will magically increase tenfold. If you launch outside of the no escape zone and the bandit turns and runs it will still miss 9.9/10 times. Ground interference and counter measures are still a factor, the missile can still be outmaneuvered and so on.
But you can launch at around 20miles at altitude in a head on situation with another fighter and if your target doesn't react soon your chance of hitting it is much higher than without the missile mod.
I recently flew the No Fly Zone mission a couple of times with and without the mod to test it out and in one instance I shot 4 AMRAAMs in TWS mode from ~30000ft starting at ~17nm. The last missile went off the rail at around 12nm. I got four hits and three kills.
To be fair, this is not how it usually goes. Most times I just get 1-2 hits in that situation (the low flying Su-25 evade the missiles most of the time). And even with the mod I don't usually shoot at all four targets right away because they fly pretty low and ground interference can mess up a lot (as I said this was a test and I guess I got lucky - tried to repeat it but had no luck).
In this particular mission I never got a hit at more than ~12nm without the mod. With the mod I regularly manage to take out the MiG-29's early on with AMRAAMs at 17nm-14nm. The first shot at 17nm usually misses but it forces the AI to go defensive immediately. If they don't, which happens from time to time, they're usually toast. The results when I launch around 15nm are very good though. Without the mod I usually wait until I'm at ~12nm before I shoot. Everything else is just a waste of missiles and even at 10nm it misses a lot.
Edit: If you really mean 20km, not 20nm then that might be true in some specific situations. 20km is around 11nm. There might be certain situations were the NEZ extends to 11nm. Even if it doesn't, the missiles are extremely deadly at that range.
