There's another directory that is usually on the system drive - Saved Games/DCS (or DCS.openbeta) where your custom missions, mods, community modules, liveries and settings go. That one you can just cut and paste somewhere else if you're reinstalling
Windows or something and don't want to lose it. If it gets too big (are you downloading a lot of liveries?) you can do some shenanigans with soft links.
"campaigns that are already ready and come with modules are still saved on the drive with the system" -- campaigns don't come with modules.
There's some misunderstanding about how all this works somewhere in here, so it would be best if you provided more details.
Thing is: "Saved games" is system folder. Not DCS created folder. Because of that it always creates new one until you will not set its location the propper way. You can do same things with almost all folders in "%userprofile%" except the appdata folder.
