This could be a problem if the original poster purchased the Su-33 standalone, rather than FC3, or received the Su-33 bundled in the Supercarrier module. So let's try to be patient, since we aren't sure of the circumstances.
As for using the radar and IRST, the simple operation is to enter air-to-air master mode in the aircraft (using the appropriate keybinds, this may be labeled "BVR" or "Beyond Visual Range" mode), and then activate either the radar or the IRST (using the appropriate keybind[s]). Radar/IRST tracks will show up on your HUD if detected. Move the cursor over the track block (using the appropriate cursor slew keybinds), and then press the lock-target keybind, or the "Track While Scan" (TWS) keybind, to track the target from outside engagement range and then automatically lock the target when you reach engagement range.
Your keybinds may vary.
All of the training missions for the su 33 are just about landing and takeoffs, I've skimmed through the manual and didn't really find much relating to radar but I may not be looking closely enough so I'll probably look again after this, and most of the tutorial videos ive seen involve more so how the radar works instead of actually showing how to use it and the keybinds for it
Take the SU-27 or Mig-29 manual. Read this guide for F-15C. The things are universal.

1. You did buy SU-33 separately.
Yes it looks cheap, but buying any aircraft of flaming cliffs 3 pack separately is waste of money.
2. You are trying play this game on keyboard.
Yes, it is technically possible , but you get half of entertainment. You really need at least gamepad or better some cheep joystick.
3. You asking about basic things on forum.
It is difficult to explain the mechanics in this game purely verbally for novice who is not familiar with the concepts and names of individual systems.
Did you understand the perfect info from @perfect info? If, No? Then you understand what I'm trying to say. If, Yes? Then i take back 3. part of your mistakes.
The manual that has at least the pictures is really better for that. Videos or training missions with descriptions are ideal. However, there are no training missions for the Su-33. They are officially for the Su-27 only. Unofficially user made I did not find any. So videos are best option for you. For examle this one.

Yes it is for Su-27, but it is same for Su-33. You get more and better results if you will looking for Su-27 tutorials.
