You can still play FC3 on a non-steam Version of DCS.

No.
How the hell are customers supposed to know about the incompatibility until they try installing it?
FC3 works great on the free base DCS World direct from the ED downloads, providing you meet the prerequisites (as detailed on the FC3 ED store page).

Ah, that explains the anger I guess - I couldn't figure out why you were so upset.
Yes, the Steam keys work in the ED version (use 'CD Keys' on the right side of the Steam Library entry) and vica versa (even if there is sometimes a delay in getting the ED key into Steam as it's a manual upload process).
You only need to download DCS World, and then install the A10 in the module manager.
You can also install all the modules you've bought in steam in the non-steam version, so you have all the planes in one place. Makes it a lot easier, especially when you start to download mods etc.
