Can you show us why you think that? FAQ shows Steam preorders are coming, even still right now. It has been there since October. Heatblur devs, including Cobra, have said steam preorders will be coming. When did this change and why?
Where can I pre-order the F-4E Phantom II for DCS?
The pre-order will first go live on the Heatblur Store, https://store.heatblur.com/ - shortly thereafter it will also become available on the Eagle Dynamics E-shop and on Steam. This is expected in the week following the release on our store. Please note that any special edition packages or bundles will only be available on the Heatblur Store.
Seriously.. Only interested in Steam sales for DCS is so limiting. Most of the time the sales on the DCS website are better and with sales happening more frequently. Sure there are some deals that happen on steam that are better than that on the DCS store. Easy answer to all the problems that were mentioned in this discussion could be resolved by create an account/profile on the DCS website. The answer is so simple and easy that in the time it took you to post your comment, you could have completed the whole process of linking your accounts and proceeded to add your pre-puchased F4E module to your account. If FOMO is bugging you so much then do something about it.

Its easy to setup for those of you that actually want a solution.
Once you've set up your profile, go to user profile and scroll down to the bottom. You will get an option to link your Steam account to DCS. This will allow you to port all you DCS purchases/licenses from steam (past and future purchases). There is also an option for 2 step authentication that can be linked to the Google authenticator.
Linking Steam to your DCS profile will allow you to take advantage of all platform sales. You can then take advantage of the Heatblur pre-purchase collectors sale that includes a shirt and vinyl. You can blame Steam for the lack of pre-purchase option for this module. They allow early access trash to be soled on their platform without a release date but not a pre-purchase of a module from a trusted developer. It blows my mind.
Heatblur have delayed the project for good reason. They don't want to release a half baked turd of a module. I appreciate that they want our first impression of their product to be good. Too many third party developer couldn't care about the quality or completeness of their product as long as they have your money, those modules wont see updates for years to come because those developer have moved onto developing their next mess.
That's beyond rediculous
BTW there is 12 EA modules in total.
So there is more than 3 times released modules than EA modules.
Released doesnt mean finished by any stretch.

The bad news is that the F-4E will not be available for pre-order on Steam. H
The good news is that they're going to make up for that by offering the pre-order pricing for the 1st week.
