Sadly it will not be possible to do a pre-order on Steam. You can switch to the standalone and it is still available there otherwise you will need to wait until the module releases on Steam to purchase it. Sorry.

ED need to respect Valve's TOS. Heatblur is a third-party and ED need respect their decision as well. but negotiation is always open. so there is always chances. once they have a date.
I understand some people want to support the dev but why you upset about unable to buy vaporwares. there is no physical copy need to rush. they will always "in stock".
According to almost all online stores' "TOS," everything you purchase is "AS-IS" and "AS-Available." There isnt any legally liability for "finishing the product" if user already paid. There are no financial incentives for company once you paid. All at their mercy.
I glad and want to see more dev take pride and dignity of their work. take their time. let them cook. And the online stores took measurements to pre-order model. Instead push unfinished buggy content for quick bucks.

It is only necessary to have a set date to allow pre order. ED has had pre orders themselves on many moduals, including the latest like Mossie and Apache.
We thought this was clear, and I apologize if it wasn't. In the past we have managed to do a pre-order on Steam but currently it is not possible.
You can only transfer modules to the Standalone, again due to how DCS works and Steam rules it can only go one way.
We cannot give a release date that we don't know 100% yet. And setting a date that we might miss is not something we want to do. Thanks.
I cannot confirm 100% that HB will do this, but generally there is Early Access pricing.
So instead of saving steam users money by having a a date that might be moved (like the apache) you've just decided to not have pre order on steam anymore just because you might have to move the date.
Last time this happened it was blamed on RAZBAM. But this ED policy.
A FOMO-obsessed player is one of the things greedy corporations have exploited to make the modern gaming market a hellscape of unfinished products costing full or near-full price.
AFAIK, you aren't being "screwed" out of anything by not being able to pre-order on Steam. There are no "extras," aside from being able to play the unfinished module early. Fortunately—at least so far—ED doesn't use unique helmets, liveries or missile skins to entice pre-orders (I hope I didn't just give them ideas).
You can't convert standalone modules to Steam, because that would require ED to provide a Steam key along with every standalone purchase.
