Many years back, the developers of the Hawk module (VEAO) stopped developing it, left DCS, and did not give Eagle Dynamics the necessary access to the code-base needed to maintain its functionality. This is not really something that anyone can realistically blame Eagle Dynamics for as it was VEAO's choice to leave things the way they did.
Your only option is to download a older version of DCS where the Hawk still worked. There really isn't much else anyone can do. VEAO jerked everyone around and this is the result.
time to move on or install an older version of DCS.
as others point out. it's still playable just not with the current (or recent) game versions.

I own a license too but actually I don't miss it.
There is a free T-45 mod for DCS Worls if you really miss the Hawk.
