1) Game is installed on HDD. - It is highly recommended to install game on SSD or it is not able to load data "on time"
2) Not enough Random Access Memory. - I highly suggest at least 16GB of RAM. The less RAM you have, the lower Preload Radius should be set.
Thing is: Preload radius is there to avoid freezes caused by HDD. But that needs high ammount of RAM. If it is set too high, the effect is contra productive. In that case it preloads more data than the RAM is able to take. That causes swapping (moving data to/from page file) which in result causes much deeper freezes than playing without preload radius.
So, the best result is:
Install game on fast SSD drive
Have enough of RAM. For high details 32GB and more.
I already have 32 gb of RAM and DCS is installed on a SSD 2"5.
DCS is installed on another SSD than OS but I think it will better with NVMe SSD.
maybe do some troubleshoot on the machine. make sure no thermal throttling or something.
In DCS you can press Rctrl+Pause Break enable FPS indicator, when freeze happens, how long each "freeze" last. please take screenshot what those freeze and look like in FPS window.
dcs specific suggestions:
you can turn off USB hotplug in DCS, it prevents windows freeze the game on certain motherboards while scanning new devices.

and set windows power management plan to "high performance" prevent CPU power down
