Actually, you can repair at any RED/BLUE airport, but not Neutral, and you CAN repair even outside the airport, up to a couple km away, even outside its perimeter!
So that's not the problem, if you were able to repair once.
Your jet has to incur a certain amount of damage in Su-25T in order to repair.
Just popping a wheel tire or getting nose wheel stuck is not enough.
To taxi off the grass, repair, rearm/refuel to 0 weapons, 0 cannon (so nose is not heavy) and just 5-10% fuel. You can then taxi off, shut off and repair again.
If only the nose wheel is broken, need to try to do more damage with full power and spinning or something to scratch the wing or something. Just use LALT L for taxi lights and once u break one off of a wing, it will be able to repair the whole aircraft.

Those heavy jets really really don't like soft earth.
He didn't mention if it was a Single or a Multi Player session.
Grabbing a new aircraft in Single Player, if not dead or Permit Crash Recover is not checked, which it isnt by default in all Campaigns and SP missions, it is impossible without restarting the mission. But in Multiplayer, yea, just pick a new slot.
That F-16 is heavily loaded, with fuel tanks also, and it seems that the brake system, including the anti-lock has failed.
The MiG-29 and other Russian jets would use a drag chute.
Also, the Russian aircraft have strong landing gear w dirt/snow cleaners and other design features that allow them to operate from poorly equipped airfields, airstrips and even dirt roads.
So do the Su-25 and the A-10 also.
I think the effect of the grass simulation in DCS is a bit exaggerated for AFM/PFM aircraft and under-modelled for the SFM.
Even the F-15 with it's tiny landing gear, same ones inherited by the F-117 and the F-22, should be able to taxi off some grass, if not a total sludgy mess that the Russian airports usually provide most of the year. :)
As said, i was able to do a first repair, and i was in the "Repair area". I was even closer than the first time and also got confirmation that they should do repair by "Copy that".
After this post, however i tried and tried. My aircraft was getting more and more tossed (Started to go around and around and broke wings of), after that, i somehow was able to make the repair (Still the same area as when i couldn't repair).
And no, in the campaign, the Permit Crash Recover option is off by default, no respawn.
You can force it and check it on or off when creating a mission or a campaign of your own.
You can try changing the campaign in the Editor to allow the respawn.
However, the thing about " Not enough Damage" should be reworked or be seen as a bug if you ask me. Such damages even if they that small could end in a bad way, so i think that it should be repairable as long as you are in repair area, i don't see any bad effect if you were able to repair small damages too.
There are several levels of modelling of a DCS aircraft.
Some, like the Ka-50 and A-10C with PFM will repair with any little damage.
The Su-25T has an older AFM and "dislocating" the front wheel is not enough to repair.
It's probably the only repair bug in it, as a tire puncture on any wheel will allow repair. But none of the FC3 fighter jets are able to repair a structural failure of the landing gear. I think they will eventually, it's a known issue.
