You have to pay to upgrade your older module to newer standards, though it is still playable (though in multiplayer you have to rely on the mission set up giving you a slot for the older module, they normally do though).

The upgrade packages they normally do not straight list on the store (to avoid confusing potential buyers I assume), they advertise them on the update posts when they're updating a module (or map, such as Normandy 2.0).
If you see that they have updated a module that you own, it's pretty certain they have released a cheaper upgrade pack for it.
