This is most probably caused by antivirus. Try to add DCS:W installation folder into exception list.

i had that problam and it mostly because of antivirus. if you have MacAfee try to delet it and use micrsoft free one it will help

I'd use the Microsoft antivirus anyway. I use it now and have never got a virus in 10 years. When I used to use the ones I had to pay for I always had problems.
