I don't use it but I know people that do and its working fine.
Manually copy HeadTracker.dll into the game folder Eagledynamics\DCSWorld\bin (dependson the game platform of DCS, e.g. Steam, Epic...etc).
By the way, I play all kinds of games with Tobii and it is the best peripheral that I have ever purchased by far. I absolutely love it. Have fun. And depending on what you play, you may want to eventually pick up the free Opentrack software because it increases the games supported by Tobii tremendously.

Couple of questions -
- Is it the Steam version ? If it is standalone you may have to add DCS link to your Tobii game Hub ( where you input all the settings for x,y,z axis ).
- If you have used other Headtracking devices prior, ensure these are not conflicting, preventing Tobii from being actioned.
- Lastly, which sounds like you've already done, copy that Headtracker DLL file over to DCS
Other than that, Tobii support are great, may take a day or so to get back but they sorted an issue I had where an update had caused Tobii not to work. I had to completely remove Tobii files and reinstall, but Tobii scattered files everywhere so they have a inhouse uninstall tool.
