Report a translation problem
If you see chevron symbols on the contact, then you are being jammed.
If your F.C.R. screen is blank, then either you have not switched on the F.C.R., or you are likewise not in position to acquire a target track.
Onboard contacts (i.e. "lockable") will be solid squares or triangles.
All of this assumes you're using correct F.C.R. (argh, censorship) control inputs with the TMS, and nothing is wrong with your game. Without actually seeing what's happening, that's all I've got. Maybe post a short video, or a replay/Tacview, or even a screenshot.
