Starting the TF-51
Real life student pilot here. I'm having trouble starting the TF-51. Here is what I'm doing:
Battery Disconect- On
Mixture- Full Rich
Throttle- Open approx 1"
Magnetos- Both
Prop- Full RPM
Fuel Shutoff- Off ( as in fuel can flow, its a bit confusing of a wording)
Fuel selector- Right main tank
Fuel boost pump- On
Primer- Hold for 4 seconds
Starter- Engage

The prop will start to turn, but it won't turn over. Any ideas?

Yep, your mixture step needs to be put to Idle until after the starter is engaged and you have the prop turning. Here's a video for the non-T 51 that might help:

Edit: the step at about 4:19 in the above for mixture..

Simplest way might be to use mouse to click-and-hold on starter button and keyboard 'M' once to switch mixture immediately when it "promises" to start running. You do have to keep starter running at the same time as switching mixture after all..

Also, the amount throttle is opened is really small, barely anything at all..

"The prop will start to turn, but it won't turn over. Any ideas?"

Hold starter longer. You have cold oil so the propeller does not want to turn.
IRL the pilot manualy makes 4 turns by prop to "lubricate" the bearigs e.t.c. Here you have to do it by starter.

Tutorial teaches you simplified startup. Better read manual.

The real startup procedure is:

Air inlet- RAM air
Carburator heater - off
Flaps - full up
Batt - on
Gen - on
Prop Max RPM
Throttle 1"
Oil and engine radiator - fully open.
Magnetos - off
Micture - cutoff
fuel selector - left wing
fuel shutoff - on
fuel boost - on
prime engine. In normal temperature 3-4 seconds
Hold starter
After 4 blades over your cocpit, switch magnetos to both.
Once the engines "catches", fuel mixture to auto.

Hold 1200-1300 rpm to warmup oil to 40°C at least
