Before download make sure the study level realistic (physics and dynamics) combat flight simulator is something you want to play.
16 gigs of RAM is going to be technically enough but I think it is important to point out that it will be a limitation to varying degrees depending on the modules you choose to fly, the maps you choose to use, and the size of the missions you play. Obviously everyone will have their own idea of what "it runs fine" means and some folks are going to be more tolerant of stuttering and the like than others but on a basic technical level, DCS really wants at least 32 gigs of RAM.
One more thing to keep firmly in mind. Laptops tend to run things worse than a similarly spec'ed desktop. Laptops will heat up and you will start encountering throttling. Likewise. Components used in laptops are typically less powerful than their desktop equivalent. When you look at the requirements for something like DCS, keep in mind that even if your laptop meets the minimum requirements, those requirements assume a desktop machine. Your experience with a laptop will likely be worse.
I hate to be a bummer on this but it is what it is. I am not trying to scare you away from DCS or something but I am telling you all this so you can adjust your expectations accordingly.

59hZ (60) is a little on the low side for the monitor so if you set things too high you will end up getting some tearing so can just drop a little on some settings.
End of the day it's a free game to start with, you get a Su-25 fast jet and a TF-51 prop so you can download it and try it. If it runs like a slide show at least it you haven't spent any money, if it runs fine the buy some paid modules. Just be aware though if you get a large map then start running missions with 300 units in you might run into problems.
This post on the official DCS website will give you a bit of guides on graphics settings, ignore it being for a specific map it's the settings in general showing what takes the most out the system.

PS. Everything on max except shadowns I think. Even on slow aircrafts like rotaries, no time to admire shadows :)

45 FPS with that modest setup, is enough for me in any case.
