I did a bit of searching and it appears you CAN'T bind a joystick thumb axis to the Camera View and you must use a third party app to have the joystick thumbstick mimic mouse movement xyz axis.. is this true?

No that's def not true. Many people do use their POV hats or analogue inputs to look around in DCS. I did it myself when starting DCS as I did not have any head tracking solution.
Sorry, I don't know your stick, but make sure that the input you want to bind is an analogue input and not just a POV hat! Because, if you are trying to bind a POV hat with axis commands that is not going to work.
If you're not sure just try to switch from "axis" tab to the "general" controls tab and look for the sight functions that are generally bound to the num keys "8,6,4,2" to look "up, down, left and right" and try to bind these commands instead!
Can you please show what analog axes you have bound to control your view?
I expect if they are analog, you should be able to verify by pressing your stick axis a little or a lot to slowly or rapidly move the camera. You should also see your non-axis view bindings bound to something other than your stick which may have axis-to-button conversion enabled.
In short: analoge inputs = axis commands / POV hat switches = buttons.
So you need to bind the buttons to look around instead of trying to set up axis. At least that's what I'm guessing although I don't know in detail what sticks you guys are using and what switches and analog inputs they have.
Anyways, if you're trying to set up analoge inputs it should work exactly how I described in my first post. At least if the stick is calibrated and working correctly you should be able to select the stick's various axis when doing a double click in the axis controls tab.
Besides that I'm running track ir nowadays, so I don't use analoge stick or a POV hat switch to look around anymore.
I can bind mini stick axes to eg. Absolute Camera Horizontal View or Absolute Camera Shift Horizontal View. This works, but only rotates or moves the cockpit camera, not the external camera / view in question.
As the OP said, the Camera Horizontal View and related inputs are greyed out and reserved for the Mouse and Head Tracker, double clicking has no effect to assign a device axis to it.
