I would try to get a graphics card with 12GB of VRAM or more to be honest.
I don't have an Occulus headset so not sure about the rest. How does the game run when you try the normal startup option outputting it to your monitor?

Yes, what does it look like when you launch in normal 2D mode? I expect you will still see quite a delay simply due to that old CPU.
Yeah but the latest CPUs use a different socket format than yours does. That means a new motherboard as well.
16GB of memory is probably too low also so you at least need more (depending if you have free slots to add it to). If you are upgrading your motherboard then it may not be compatible either.
In theory your SSDs can port over but you'll want one to be at least 2TB if you intend to buy multiple modules and maps.
Yes, the initial launch takes two to three minutes for me to get past the splash screen and into the actual menu. It's been like that since the last major patch.
And then loading a mission will take a few minutes more depending on size, number of units, etc.
It just sounds like your machine is struggling to do VR for the game, which given it's age isn't surprising.
Looks like it's 2D or upgrade time I'm afraid.
