You are going to need to adjust the brightness and contrast. If you are not getting a bright enough picture or enough contrast, it would logically follow that adjusting the brightness and contrast knobs would help.
Im having the same problems and adjusting the contrast and brightness isn't helping. OP even said as much.
Some vehicles are indistinguishable from the ground textures which makes me believe it has something to do with the graphics setting.
In fact, it sounds like OP has it better than me because I can usually start spotting vehicles on the TV screen around 5 miles and can lock on around 2 miles.
Those numbers were an estimate, I have no clue how close I was. But I almost can't see them at all in the screen, they're smudged and blend in with the road (in this case), only reason I've been able to get mavericks off is by slewing around and releasing until the cross closes (lock), and hope for the best. But I'm glad I'm not the only one experiencing the issue. I use DLAA instead of DLSS and so far have had no issues graphically until now.
Keep in mind, I'm not usually zoomed in like this while also flying the plane and aiming the missles.

And right here is 3.9 miles. I can't see a single one of them on that road.

But it might be a graphics setting on your end, you'd have to play around with the texture settings.
Now I'm curious what this is, I thought you were referring to the brightness and contrast knobs.
I have adjusted the brightness and contrast but it doesn't seem to help much. It also doesn't seem to be a matter of brightness either. Look how smudged the supposed vehicles look. Doesn't resemble a vehicle at all. But adjusting the brightness does not make it anymore clear.
