Well, it's not that you have to pay more than in Standalone. You have to pay more than here in USD on Steam as well.
The problem is that the general exchange rates on Steam are not updated regularly by Valve. It's possible for Publisher to set custom exchange rate however. That's what I don't understand. When I was buying Kola map earlier this month, the exchange rate was fair. So it had to be set by ED. It's surprising to see that in case of F4-E it's not. Maybe that is some mistake by ED? I hope it gets clarified until the promo offer expires.

It would appear there is no Early Access discount for the F-4.
25% off instead of 30% for pre-order, and 0% off instead of 20% for Early Access. Heatblur is ignoring the established price discounts that ED set, which is apparently not required by 3rd parties.
Any news on exchange rates adjustment for regional prices?
Whether it is ED or a third party, it is almost impossible to give accurate promises now, and even if they are given, their words and deeds are often inconsistent.

Steam Pricing Mistake
Dear Steam hoggiteers,
Sincerest apologies for making a pricing mistake and setting DCS: F-4 launch week price to -20% instead of -25%.
This was done in the rush and runup to release and I managed to send through the wrong price to our partners.
Unfortunately we cannot change this campaign retroactively on Steam and thus the price must for now remain the same.
We will try to do something special for exclusively Steam users as soon as possible.
Apologies, we did not intend to leave Steam users on uneven ground vs standalone, and we hope we've not soured your first contact with the F-4 too much.
