Make the hud soi, then look away so you get the helmet. Then long press TMS up.
I have no idea how it works with a keyboard. DCS is ment to be played with a Joystick at a minimum. And for a modern aircraft you need as many buttons as possible.

If DTOS is not available, VIS mode for JDAMs and WCMDs, as well as Mavericks works pretty much the same. DMS up to set HUD as SOI, then , TMS up long to "snap" reticule to center of JHMCS, TMS up to lock. TMS down to unlock.
Remember sometimes locking something in the HUD will make another Sensor SOI, like your TGP, so make sure if you want to, say, recenter your maverick after a failed attack run you might need to press DMS up again to make your HUD SOI, then TMS down to recenter.
If you insist on using CCRP, you can designate a markpoint, using the MARK button (7 on the UCP) and following the procedure. Designating a Markpoint also works via HUD and, more importantly, the JHMCS. Then set Markpoint as active steerpoint and use CCRP to deliver.
Edit: So I was able to get it to work by switching to DTOS and selected a target. What else do I need to do to launch a bomb? I assume it linked with the weapon's release key, which I have set to my joystick, but it won't fire. I think I am using the GBU-24 laser guided bombs.
To drop GBUs you need a Tpod, arm the laser, get a point track with the Tpod
You need to be in CCRP mode, or the tpod won't even work right. Once you have a point track, you'll get a bomb line, you fly towards it. And you'll get various info like time to drop. At 10 seconds out, hold the pickle button and the bomb drops at the correct time. The F16 should auto lase.
