Yes, you have to unbind the steam account. You can always to bind the account again. This had to be introduced because there were people exploiting the old system. You could sell your ED or Steam account without loosing access to addons. BTW according to EULA you can not sell your ED account. You "sell" it, but it is still yours.
If you sold your account, you can get it back because of this. But If you will exploit that, you may have problems with the police because by selling account you have violated the EULA.
Its the same with WoW accounts though. You could sell them and then get them back if you really wanted to and had the proof you were the original owner.
The lesson is this, dont buy WoW accounts as you could pay a lot of money for it and then lose it. People lost thousands of dollars on accounts. They buy accounts with rare titles and armor only to get screwed.
