Eh, that's a bit of a stretch to say they "should". They can, and with enough patience they likely will, but to say they "should" sort of implies that ED should be developing with that in mind, which is A.) Unlikely to happen, and B.) I´ve started playing dcs with an x box gamepad recently.
I´d rather use a "propper" flightstick and throttle, but I still have a lot of fun with my controller.
What helped me was buying a "full fidelity" module, as these allow you to interact with the cockpit controls with your mouse, so you don´t need to map as many keybinds to your controller. I´d recommend trying the free "low fidelity" (=no clickable cockpit controls) aircraft anyway, so you can see if the game is running okay and fun for you to play.
The main difficulties I´m having with the gamepad are the camera controls and making precise throttle adjustments.
It may be a bit harder to fly with a gamepad, but I haven´t stumbled uppon anything that wasn´t possible because of its limitations yet.
