As far as the F-22 thing goes, that is a user made mod. You would need to look up something like "DCS World F-22 mod" on google to find it.
you can transfer your steam library to standalone but not vise versa.

For non-steam version you should buy addons from ED store only.
Both the steam and non-steam version have same addons available.
You're better off getting a basic HOTAS setup and one of the modern modules like F-18 as it's well documented and Chuck's Guides on it is excellent (Just do a google search for Chuck's Guides.) There are also videos covering just about every aspect making it an easy module to learn everything from basic flight maneuvers, Air to Air, Air to Ground, Carrier Landing, refueling, etc.
