Eventually narrowed it down to the Combined Arms module.
For some reason it will not activate any more and was causing the game to come up with the missing files error whenever DCS had an update.
I have now removed that DLC. Money down the drain but at least the rest of the modules now work.
Some antivirus have been flagging combined arms, it is a false positive.
Try adding the combined arms dll to your exception and then run a verify in steam

Didn't make any difference.
I did try the official support but got nowhere. Thanks for your assistance.
Corrupted downloading/temp files.
Some file or folder NTFS was set to read-only or inaccessible
Locked by other program like AV scanner.
To me last time there is some weird PDF documents was put into read-only to some NTFS permission group, Steam unable remove or relocated them.
Try put entire steam and it's library into AV exception.
empty steamapps\downloading, steamapps\temp folder, give entire steam and it's library folders and everything within a full access

Verify the game then let steam re-download the update
