Have you tried using OpenXR w/ OpennComposite?
You might squeeze a bit more considering I have a 3080 and can run DCS in multiplayer at around 45fps almost all the time (save for lows when you shoot a minigun at your feet, or highs when it's peaceful and you're high up there) with a still comfortable readability of gauges and MFDs. I don't need to zoom on the MFDs in the Hornet.
But OpenXR on Windows 10 with a bit lowered settings on shadows and reduced resolutiion in OpenXR was key for that in my case.
Unfortunately the performance in VR is still not there. We're waiting for proper multithreading to make use of our multiple CPU cores and Vulkan which might make tthings better if they utilize different rendering methods.
All we can do is remain hopeful and tinker away at what we have.

I tested it right now in multiplayer. I joined Tactical DCS Training Server EU and spawned a Hornet in Sochi airport. I get a solid 45 fps MINIMUM in the cockpit, fluctuating between 45 and 50 depending on the amount of scripting/simulkation is going on at a given moment. I get some noticeable but not disturbing ghosting of the cockpit when I move my head laterally, as in - from side to side while looking straight ahead. Everything outside the cockpit is smooth with no ghosting. When turning my head to look around the cockpit I don't really get that. Saying that, I had to mention it because I want to be honest wth you, but it's not something that bothers me and I think it's more subdued when in the air, definitely a little more fps makes it less visible.
Heck, I flew for hours on end yesterday and I can tell you I had great fun avoiding SAMs, doing sharp manouvers, sharp head movements to spot new launches and AAA fire and I don't remember any ghosting detracting from that. It was awesome.
I took off from Sochi, at Angels 10 I'm still at around 45-50 fps, at Angels 40 I sit at a solid 60 (59-62) fps. The cockpit ghosting can still be noticed, abeit a bit less, but again, that's not even something I think about when I fly, just something that's maybe worth mentioning in context of performance and quality. Everything out of the cockpit is butter smooth.
I'd have to do a dogfight to see how fast moving fighters look like in terms of ghosting, but I guess it can't be worse than it was when I ran on SteamVR. ;)
In F2 External View I get around 65 fps pretty much irrespective of the airplane I'm following if it's higher than a helicopter. ;) Even helis down low get around 60. No ghosting that I can notice.
Following an AI Apache doing rounds around a large foresty area with the view zoomed in at it and it being at tree tops altitude I get a solid 55-60-62 fps and when I turn my head around it feels super smooth without any ghosting whatsoever.

I'd say try OpenXR, you don't have much to lose and maybe something to gain. I was struggling witth VR in DCS for a year now, the last time I had this kind of smooth experience was a year ago when I was still on Windows 10 and before the weather update of 2.7. I just couldn't find anything that would get me back into the cockpit - even lesser resolution in SteamVR was still running lke crap.

So, what I run is - I've got DCS Steam version, but I don't run SteamVR with it.
I installed OpenComposite to switch from SteamVR to OpenXR (Install OpenXR Tools and OpenXR Toolkit - two different things).
Windows 10 Pro (I had 11 Dev Insider's Preview, it fixed some problems with WMR not connecting, but it was also stuttery in VR...)
Hardware: AMD 5950X @ 4.3GHz, RTX3080 (10GB), 64GB RAM @ 3000 MHz, M.2 SSD (as compared to SATA SSD. M.2 reportedly can get rid of fps dips corresponnding with disk activity! We've seen people being very happy when copying their DCS installation to an M.2 from SATA SSD).
My RAM gets immediate 33-34 GB taken on joining a multiplayer server, VRAM is full pretty much all of the time.

* some of those may or may not have a significant performance drop if you go higher - I didn't test them comprehensively as I'm quite happy where I am now.
** I didn't really see any difference with clouds on LOW or on ULTRA after the new weather update hit, so I just keep them on ULTRA at all times. YMMV.
*** the difference between more reasonable settings (60-75% of slider values) and full sliders was about 5 fps _at the maximum framerate_. So with around 70% sliders I'd get about 65-67 fps max following that Apache, but with 100% I get around 60-62 fps max. Minimum fps stayed the same for me.
I really hope you can find the sweet spot that's good for you. I know the struggle and the frustration. Good luck, fellow virtual aviator!
One more thing: 45 FPS with 90hz without reprojection is a stuttering mess in my case. Wonder why that works for you.
there is no lod for a lot of objects.
rabierarch in the comments has a workaround for that.
