For the Steam version of the game, typically coinciding with the major Steam sales, and occasionally participating in "topical" sales like Steam's "Simulator Sale" earlier this year. Steam sale periods are covered by a non-disclosure agreement, so it's impossible for there to be any official confirmation of the next upcoming sale period. You might find speculation and "leaks" elsewhere.

DCS World is also available directly from the publisher's web store. There may be sales on that storefront outside the usual Steam sales (as the publisher can declare any sale they want, but Steam requires agreement from Steam), but at minimum it seems to go on sale there for the same periods it's on sale on Steam.

How deep into DCS on Steam are you?

The ED native account is the best way to get sale prices. They ALWAYS mirror Steam sale prices and often have sales and bundles that Steam does NOT have.

In addition, if you make a native ED DCS account your first purchase on that account is 50% off. :)

Good Hunting

Seriously then, just get an ED native DCS account. 50% off is about as good as it gets.

The core game has a fully combat capable SU-25 jet, and a full simulation clickable-cockpit Mustang trainer (unarmed).

Both are worth learning to see what DCS has to offer. Both have a full suite of training missions.

Also, the native ED account will allow you to fly all the other aircraft for two weeks (each) as a trial to see if you like them. But do learn the basics of DCS flying first or the two week trials could be wasted.

Watch some Growling Sidewinder and Spudknocker videos to get a real feel for what the aircraft are like in combat. Good way to preview them for what you might like. :)

Good Luck!

Likely the next steam sales will be in late October, judging by past sales timing.
