It works fine in single player. It won't be exactly as good as having a player as RIO but if you learn how the RIO position works and understand both the real-life limitations of all the systems back there and the (rather reasonable) limitations of the JESTER AI, it is a good experience.
Is it possible to use the RIO seat and allow AI fly your F-14?
Yes but don't expect anything too fancy. It isn't going to be useful in a dogfight or anything like that. It is really only useful as a sort of controllable auto-pilot when you are doing RIO seat targeting pod stuff.
It is not really a AI in that specific way. Like Jester in the RIO seat, you have to control it to some level. It is not really meant to be something that dogfights because the idea is that you would take over in that situation.
