Total $1,021 cdn. Plus I just put in a 750W Thermaltake power supply for $82. Right now I'm getting anywhere from 17 to 55FPS depending where I am, I'm curios to see what the new stuff will give me.

Congrats ! I think DCS is more of a CPU eater rather than GPU.

It used to be very, very much that way but now it really leans hard on both.

The GTX960 is getting old, 9yrs now seen a lot of gaming plus my screen is capable of higher resolution than 2560x1440. 3800x2400 or something like that can't quite remember and the CPU is a fourth-gen i7 and the mother board I have is a fourth-gen. So that's why I have to get the new board. I think the first thing I buy will be the Video card I can install it on this system and see how it preforms.

RTX 3050 is not a powerful gaming card in 2022. I'd try to find a RTX 3060Ti for around $500 USD if i were you. If you can't find a 3060Ti for that price you could look for a RTX 3060 (non-Ti) for $400-500 USD range, it would be a better option than a 3050. GPU availability is increasing lately and prices are dropping. *Another option would be a RTX 2060, even though it's a 2000 series card it's still faster than a 3050 and about the same price from what I've seen.

Other system
I7 7700k O.C.

Although it is a bit more expensive, it is definitely a better choice than 3050.

Get the highest clock speed cpu you can afford and put a 1080 in it. After hours and hours of testing here is a simple metric:

You need 32GB of RAM. End.

You need and SSD. End.

If your CPU is slower than 3.0:
Play a different game and come back when they redo the scripts.

If your CPU is between 3.0-4.0 get a 980ti
Enjoy minimum settings and stable gameplay on a single 1080p monitor.

If your CPU is between 4.0-4.5 get either a 1080 or 2080ti
Enjoy high settings on triple 1440 monitors and VR in Oculus Rift S. Not multiplayer though. For multiplayer, enjoy a single 1440 monitor with a trackir.

If your CPU is 4.5+ get God's GPU and say goodbye to your bank account
Enjoy max settings for 5 minutes without having buyers remorse and wishing you would have bought tickets to Maui instead with triple 1440 monitors. VR settings at medium as your tears fog your headset of choice. Enjoy bragging in multiplayer chat about how awesome your computer is but you still only run medium settings in multiplayer.

The deeper your pockets are, the better the game will be: but with extreme diminishing returns. Happy flying amigo!

Not a bad choice if you're looking to upgrade the GPU right now. Prices could continue to drop as supply issues ease and crypto miners require less cards. RTX 4000 series is due out later this year in the Fall supposedly so that's another wrinkle to consider.
