They can be added via a mod, but mods that alter the properties of planes cause conflict with multiplayer servers. After all, one could also add a mod to give a plane 100 missiles, increase its top speed, let it pull 26G, or make it immortal. For this reason most servers ban mods altogether.
The F-16 usually carries 2 bags under the wings, it's pretty much a standard loadout. You can drop them when needed so that your plane is light for dogfighting or dodging SAMs. Also note that its internal fuel capacity isn't THAT bad either and it's quite fuel efficient. If you fly above 20.000ft with a reasonable loadout and limit the use of your afterburner to emergencies you'll get pretty far.
Afterburner increases dramatically the fuel consumption, so it should be used only when really needed.
Depends a lot on the altitude, weight and configuration, but usually it's between 4.000 and 10.000
I really thought it was near 15000 (at about 20.000 ft). After that value, the FF usually goes skyrocket to beyond 40000. I am talking about a standard A to A configuration.
