Ditch TARGET, make your configuration staright to DCS control menu as startrekmike suggested.
I soon learned however that it was best (for me) if i just did it in game, mapped them to where I wanted them. Helped me to remember where they were. I also found it a great help to make a couple of Kneeboard pages with my HOTAS layout that I could refer to in game. Try to keep common buttons (landing gear, flaps, arresting hook etc) the same for each module. Yeah, it takes ages to get it right, mine is constantly changing, not a 5 min job. But hang in there, it's well worth it in the end
Use DCS settings to adapt your configuration. There is literally no use for TARGET apart from setting the brightness of your LEDs...
Besides: The TM Hotas is already pre-configured in DCS for most planes. If any, you might have to adapt some buttons to your personal preference.
unless you use pedals, then it generally ♥♥♥♥♥ those up and binds them to pitch/roll for some reason.
nothing you couldn´t fix in DCS options -> axis controls. Still no need for target :)
