Like it or not, DCS is built on old foundations and until more of that foundation is redone, it will not properly take advantage of high-end hardware like a more modern game will.
The big things to keep in mind.
1.) DCS needs strong SINGLE CORE speed. Having a ton of cores isn't going to help as much here and to be blunt, this is where going Intel has historically been a better plan.
2.) While it is "possible" to run DCS off a normal hard drive, it will inevitably give you stutter problems. You really should plan to install DCS on a SSD and make sure you also plan for at least 200 gigs of space being used if you really start to get into it.
3.) 32 gigs of RAM just makes the sim run better overall. You can technically start the sim with 8 gigs and do okay on very, very small scale stuff with only 16 gigs but DCS might as well have 32 gigs as the outright recommended since it really benefits from having that much to work with.
4.) A good GPU with a lot of VRAM matters here. Obviously having a quick GPU is a big help but since DCS deals in such large, high resolution textures, you will want enough VRAM to handle that without having to start swapping with slower system ram or your hard drive.
I know some will debate this but on a practical level, DCS just needs a lot of RAM (both system and video) in order to run well.

EDIT: The 3070 has 8 GB of VRAM and if need be I can go out and grab a 3090 for the VRAM (though I would like to avoid if possible).
As DCS is a free dl with 2 flyable aircraft, you can give it a try on med-low settings (provided you have a basic joystick or controller (keyboard not recommended but possible). With a 500GB or greater SSD and a GTX 1050Ti 4GB or better you should be good for smaller SP missions and 2-4 player coop.
Larger missions/MP with lots of AI units require better specs.
But be aware that DCS 2.7 with volumetric clouds is expected in the 2nd quarter and may require better specs i.e. 8GB vram, OTOH the Syria map likely already has that requirement.
