Will this independent module ever be available to purchase on steam in the same way as the usual stuff? I find the instructions for placing into the proper folder beyond me 😟

I can't understand the exact nature of your problem.
Did you manage to download the mod from the web? If yes, did you manage to unzip it? If yes, have you tried to copy-paste its content in the folder named A-4E-C?
Be aware, if this is the first time you download a mod, you may not find a "Mods" folder in "DCS" (within Saved Games). If it's the case, just create a folder (in "DCS") and name it "Mods". Then open it and create an "aircraft" folder inside it. Finally, just copy-paste the unzipped "A-4EC" in the aircraft folder.

I don´t think he will be better than you, if you try yourself to install that A4. SuperSan27 gave you quite clear instructions to download and install the A4. Besides there are clear instructions in the project site.
