Do you need a joystick for this?
Or can I just play with keyboard + mouse until I get one

It is possible to play with just M+K but you wont be very efficient with this controls. At least simple stick is definitely recommended.

Thrustmaster HOTAS X is around $40 depending where you shop. Just saying.

You will probably hate the game because of how hard it will be to play it with just a kb and mouse and you will probably give up. Even used joystick will be good enough to keep you enjoying the game.

Yep, I can highly recommend the Thrustmaster HOTAS X. Cheap and good enough to get started. Have a look out for the PS3/PC model over the PS3/PS4/PC model as it is usually cheaper and makes no difference when you're only going to use it on a PC.

i started out playing flight sims with M&K and i hated it, i took a dive straight into the deep end buying a Thrustmaster Warthog, Trackir5 Pro and a Playseat Air force chair. This made the world of difference for me personally and this can be incorporated into other games too such as Arma3 and Elite Dangerous. Get a Flight stick and Trackir when you can afford it, you won't regret the purchase and it will add houres of fun to games. Hope this personal review helps.
