after that you need to make a description.lua file, i recommend using another F-14 skin the one your basing your custom liverie on. and then edit it so that the helmet texture is whatever you named yours.
then you just make a folder, plop the files you need into it naming it whatever livery you want (recommend not a duplicate) and bam?
no they use the same helmet template.
you should be able to google it. as for what program either photoshop or gimp. as well as the Nvidia DDS plugin (iirc)
Are you sure? I downloaded skins with different helmets between the RIO and Pilot. The Patriot skin has different helmets, as does the Maverick/Goose[www.digitalcombatsimulator.com] one (you can see they're different in one of the screen shots).
I don't know if they used a template or what, but it's possible to have different helmets.

One says Goose. The other says Maverick. :)
