Report a translation problem
If the joystick does the same thing in the Game Controllers dialog, then it is probably something wrong with the stick. You might need to clean the Y axis potentiometer.
If it works fine in Game Controllers, then try resetting the config in DCS. Hit the RESET button in the DCS Axis Tune Panel (the screen with the red dot you are talking about) for the Y axis. If that doesn't fix it, then you may need to disconnect the joystick, delete the config files, and start over.
Your custom joystick config files should be stored here:
c:\users\<your username>\Saved Games\DCS\Config\Input\<aircraft>\joystick
Delete the file for your joystick for the aircraft you are trying to get working.
Or if you just want to make it easy, delete the entire folder:
c:\users\<your username>\Saved Games\DCS\Config\Input.
This will remove all custom joystick, keyboard, etc. So make a backup of the folder first if you care about any files there. But deleting this folder will allow you to start clean in case something got corrupted.
Then connect the joystick, go back in DCS and configure the joystick again to see if the problem goes away.
