Since I don't see the icon on your picture, my guess is that your client needs to be updated or you are not logged in properly and playing it as a offline.
Been a long time since I used the Steam version, but generally with other DLCs
on Steam, what NineLine said. Untick the DLCs in the Steam menu, restart Steam, tick DLC again, restart. See if download starts, try the verify files.
Maybe even go into the DCS Steam root folder, and look for the files (maybe make backup^^) of t he A-10C and delete them manually and verify files again. I am not sure about the F-15C only folder, since I use Flaming Cliffs 3. Folders:
A-10[bC[/b]:"\Program Files (x86)\Steam\steamapps\common\DCSWorld\Mods\aircraft\A-10C\
FC3: ":\Program Files (x86)\Steam\steamapps\common\DCSWorld\Mods\aircraft\Flaming Cliffs\
Btw Terrains/Combined Arms/ Asset pack are here: "\DCSWorld\Mods\tech\" & "\DCSWorld\Mods\terrains"
If that doesn't work (which it sounds like), Steam has download folders for temporary files and if there is somekind of issue, sometimes Steam will have trouble untill you delete them. These files/folders are always a bit hidden, behind the Steam app number, not actually named for the game. I think default that should be in:
"\Program Files (x86)\Steam\steamapps\downloading\"
"\Program Files (x86)\Steam\steamapps\temp\
Sorry that's all I can think off right now, if somebody knows this issue from Steam client please jump in.
edit: Seph, just to confirm since you are not OP, you are on DCS-Steam version aswell right?
edit2: A little bit grasping at straws here, searching I saw an issue, where Downloads didn't start (but were in que in the DL list) was caused by corrupt Steam client. User reported repairing / installing Steam version over current Steam install helped.
