These are 2 different kinds of games in regards to HOW you can be scared.
In Amnesia you have no weapons to defend yourself except to hide so the game can focus all its scares on the monster because there is very little you can do to fight it. This concept is playing into the horror that most people experience as children with nightmares involving something chasing you in your dreams. Most people can relate to this kind of horror so it is effective.
In Cry of Fear you have weapons such as a knife or a gun. This gives you a way to defend yourself against whatever monsters you find. The monster in Amnesia wouldn't be as frightening if you were wielding a shotgun and could blow him away as you round the corner. The concept of horror in Cry of Fear is similar to that of F.E.A.R. if you ever played that game. How this works is it build your confidence allowing you to kill a few monsters then breaking you down with a scare, letting you know that your weapons will not ALWAYS keep you safe. This kind of horror concept plays into taking power away from someone. Making you feel strong then suddenly helpless.
Its 2 styles of horror each with pros and cons. The cons with Amnesia is a lot of people cant play that game believe it or not. Some people find that game too frightening to play and feel that it is "cheap" or "unfair" that they cannot defend themselves and wont delve into the horror. Sometimes people need some kind of weapon to even want to push on. The cons with Cry of Fear's style is yes there are a lot of jump scares, and for some thats not what you are into and can be pretty exhausting to an individual if they happen too frequently. (This often is what happens in fan made video games, seriously download ANY Amnesia custom story and count the jump scares.)
Granted there are not THAT many jump scares in Cry of Fear, honestly I was more afraid of the strange types of enemies I began to encounter later on (if you keep playing you will understand).
Anyways I just wanted to let you know its not a "cheap tactic" but a style or form of horror and horror effects everyone differently. Just as we have different tastes in games wether that be FPS or RTS, same applies to the horror that scares us.
Based on yout telling Amnesia is on my wishlist now :)
And very annoying if in a group.... Got me quite often so far.
