Dead Space 1 is the scariest of the series and still has lovely graphics. Metro is a bit similar, because it is in tunnels most of the time.
If you check Youtube for "scare games" you will find lots of videos about such games, sadly many of them are independent projects and by that they have not that good grpahics or engines. Still cool made stuff but not high end tech. E.g. "One last Night" "The House".
Do you know Condemned? It has very scary scenes, check for "condemned mannequin" on Youtube, that freaked me really out (chased by mannequins).
Ju-On/The Grudge on Wii is very scary too afaik. Also Silent Hill Shattered Memories is quite spooky but for me it sucks as you have no chance to defend yourself, you can just run away and hide and that is very annoying.
Clock Tower series, Project Zero series, Haunting Ground and Obscure series to be mentioned as well, these games are similar but also outdated of course and not with modern shiny graphics.
It's made by the same person and it's about as scary
Also try the HL2 mod "Grey"- it and CoF share similarities
