Report a translation problem
Verify your game cache, you may have missing files or corrupted files (Steam > Library > Right-click "Cry of Fear" > Properties > Local Files > "Verify Integrity of Game Cache").
Run the game in Windowed Mode (Launch Cry of Fear > Check box "Windowed Mode" before hitting Launch").

OK GUYS...
I found the solution to my own problem. So if anyone else has my problem, the way to solve it is to launch in a windowed mode (drop down menu in launch window) and then change it to full screen once it opens.
