i got the apt key but still cant get to the 4th floor apt all doors r blocked or dont get me to the 4th ...help

If I remember correctly there is a working elevator somwhere that should take you up there.

Here is a walkthrough of chapter 1 from the dev if you can't figure it out. The apartment section starts roughly 5 minutes in.
