Tips for beating him are:
1. Never run out of stamina
2. Never back yourself into a corner
3. Always close in and dodge back to make a hit and trigger his response.
4. Never go for your follow up attack right after he attacks as he will immeadiately cycle into his second attack as if you never moved away. This is due to the nature of Half Lifes NPC AI coding. If you give him a slight moments pause after his attack he will go into movement mode and as such will 'hesitate' before attacking. (Don't remember if that one still applies to the Sawer Boss, but it works wonders on a lot of the other enemies :) ).
Your ammo count shouldn't be an issue at that point as you pick up at least three or four clips on your way down the stairs.
If you play on hard it's a different story entirely, there you'll have to beat him to his knees before unloading your bullets into his weakpoint, otherwise you'll spend a lot of time taking him down. Hard is best played with an unlock :)
