stuck on the "grab two fuses" level

sorry in advance if my description is unhelpful.

im speaking about the level where you need to retrieve two fuses.. and one of them is located at "saxon avenue." (according to the objective menu.)

i've collected one fuse so far, but i can't find the other. i've ran around the entire map. from the white mini-apartments with bloody footprints out front, all the way to the bloody map telling me to go to the park because the other way is blocked off - (and even when i DO follow the map, it leads me back to those mini-apartments.)
i've gone all the way around the tree that beats the hell out of you if you get too close, and i've crawled through those sewers numerous times; yet i can't find the other fuse. am i missing something? is there a certain place i keep passing by? do i need to backtrack further?

i believe the fuse i already have is from the really bloody room, BUT i could be wrong since i completed that level some time ago. (that's how long i've been stuck looking for the second fuse.. :,3)

You're talking about that one objective involving opening the door after you meet The Doctor once more in the subway, right? One fuse is located in the apartment complex you've been before, in the (now) unchained bloodied room. You can get in the apartment complex with a ladder you have to pick up, which in turn can be found around the corner in the same alley the entrance to the complex is located (there's a blood trail on the wall that leads up to the window, if you interact with it, Simon also says a word or two).
The second fuse is located right in the same place you've left it earlier - in the subway corridor (can't really remember this place's name, sry) on Saxon Avenue. You can backtrack there using one of the doors (the wooden one to the right of you, I think) after you walk up the subway station stairs you meet The Doctor in, take a corridor door to the right and you end up in an alley with a signpost pointing towards 2 streets.
