COF lagging

Hello everyone!
So I have this problem - the game in general works just fine until I get outdoors. COF starts lagging terribly to the point it's almost unplayable. And this is only in large areas, when I'm inside of a building for example everything is okay.
I turned off everything in Advanced, tried low resolution, and did other stuff recommend here by some people, but nothing seems to work. I'm very confused. I honestly have a feeling the game hates me or something.
Any way to fix this?

I continued my research and found out that this happens only when my flashlight is on. I can solve this problem by playing a bit with the console so I'd never ever need to use flashlight, but ugh... Y'know the game is not supposed to be played like this... It hurts, but I guess I have no choice.

One thing that worked for me is reinstalling the game, might not work for you but its worth a try
(also save your save files onto your pc before uninstalling, you will lose everything)

Either boost the brightness in Advanced (put 0.150 for example) if it's the flashlight or try to continue with all the lags. The game doesn't have that many large areas expect for one specific location near the end.
