I need help with the 4th floor in the apartments

I have been looking for 15-20 minutes to try to find some way to get to the 4th floor and have found no way to access it.
Am I missing something?

I think the back tracking can be a bit repetitive at times, and the game may sometimes have a soft lock because of not having enough health, or ammo. But besides that I think it's a good game that can only be improved on in the remake they are making.

Well yeah, the two Subway fuses backtracking and that first level 4 floor building are really the only major issues in terms of map design that the game has. It's just that... After eighty hours playing I obviously have no trouble doing it all because it's a routine, but what about the new players? My first walkthrough took me like ten to fifteen hours all because I almost lost my mind with the fuses backtracking and the 4 floor building. You only see the fun bits when you're used to the game's flaws and can beat it in less than two hours like it's nothing, but it's a tough experience when it's your first time

My first ever playthrough took me just under 3 hours (based on the timer on the end screen), you can't really over-generalise your bad experiences to everyone else.
