Remove 100 FPS Cap
Is there a way to do it?
'fps_max' didn't do anything for me.

Ok so i just spent 10 mins messing around with GoldSource commands, i found these work.

Go to the local files of CoF and open up autoexec.cfg and enter these lines;

gl_vsync 0
fps_max 0
fps_override 1

also, in your GPU application settings, add CoF and force disable vsync and set max fps to 1000 fps. that worked for me.

I did as you wrote and nothing changed for me unfortunately.

Weird, it should of worked then :L on the in-game options, on advanced, is v-sync off?

Dang, thought as much. If you tab out while the game is running, can you check out Task Manager and make sure the application file that CoF is listed as is also the same that you attached on Nvidia.

Cause it might have launched as hltv or something.exe

It's cof.exe on the control panel, and the Task Manager labels it as Half-Life Launcher (if you press the drop down button it is further labeled as Cry of Fear).

Try adding on nvidia Half-Life launcher and doing the settings on that, should be on recent when you click add. thats the one i added myself

Enabling developer mode works! (I added -dev to the launch options) But now my question is will this count as cheating to the game?
