Report a translation problem
Go to the local files of CoF and open up autoexec.cfg and enter these lines;
gl_vsync 0
fps_max 0
fps_override 1
also, in your GPU application settings, add CoF and force disable vsync and set max fps to 1000 fps. that worked for me.
Cause it might have launched as hltv or something.exe
Right-click on the desktop>NVIDIA Control Panel>3D Settings>Software Settings>Add>Select cof.exe>Turn off vertical sync pulse>Max Frame Rate: Turn off>Apply
Also try the developer 1 console command
