Report a translation problem
I'm not an expert on fraps in particular, but I know of a number of things that caused issues for other overlays/wrappers for some people so maybe one of them will help:
Make sure you have an up to date version of fraps and your graphics driver, and if you're on Win7 or Win8 (not Win8.1) you might try uninstalling the evil update KB2670838 as that was known to break a number of overlays.
Also make sure that fraps is the only overlay you have running - if you have something like MSI afterburner or EVGA precision installed make sure they aren't running. You might also try with the Steam overlay disabled as that can cause conflicts for some people - disabling it through the game properties is not enough, you need to delete GameOverlayRenderer.dll from the Steam directory while Steam is running (Steam will automatically restore this file whenever it is launched).
FWIW I'm on Win7 with a GTX 680m and do have the evil update and I can run fraps fine in this game with the steam overlay enabled, though I have only used it to show FPS, not to record footage (and now that Steam has an FPS overlay this is laregely redundant). On the other hand, MSI Afterburner does crash for me.
