You also need to cap the frame rate to 60.(likely unofficial already does this).
The GOG version has all fixes built in so you do not need to tweak it.
It was later released by publisher Bethesda on Steam without any modifications, even though they were obviously aware of the state it was in. A very questionable business practice.
In my experience, it's not 100% functional. Today I decided to play the title again after 3 years. So I got now a different PC machine, and I was surprised that the GOG version I got didn't lock the FPS count. So I tried everything possible from patch to apply it to the Steam version. The installation went through but the game keeps running at max framerate of my monitor 240Hz, which is not playable/stable. Strange why it's not working for me now, and what's behind it. So I had to manually set the max 60 FPS in the GPU driver, then I could finally play.

On the Steam Deck you don't need to modify the options, there's a UI for that.
