I just tried dx11, and I have even more stutters with DX11 than DX12. Even if I choose FullHD resolution with DLSS Performance on RTX 4080 Super, I still have 4 stutters during the first minute of the game. And Patch didn't help too.
Win 11, 24h2 version.

Have you tried contacting support and sending them your computer's dxconfig? I think it must be something with your computer rather than the game. My friends and I have already seen a good improvement with the update alone, and after applying this solution from the guide it has improved even more.
