Poor optimization or settings?

I have modern hardware. RTX 3080 10 Gb, i5-12400, 16gb ram DDR4, SSD
During the game I feel micro stutter. This happens on any graphics settings. What can I do?

Not buying Unreal engine 5 games. And i am serious. This engine is notorious for traversial and shader stutter.

Not all unreal 5 games works super-bad, but the most of them.
For example, I have never noticed stutters in Hellblade 2 or Nobody Wants to die. Remnant 2 worked not bad too. But 80% of Unreal 5 games works with many stutters, and A Quiet Place The Road Ahead had most stutters I have ever seen for Unreal 5 games. 4 stutters in the first minute of the game on 4080 super is nonsense.

I used a certain girl's repack to try this game out before buying because I'm quite skeptical of UE5 games, even with a decent rig (RTX 3090, 32 GB Ram and Ryzen 7 5800X 3D). Unfortunately, my concerns were valid—the game is a stuttery mess. It stutters every few seconds, making the experience unenjoyable. For now, it's an easy pass.

I have RTX 4090 / I9 -13Gen / 48GB 6800Mhz / Monitor 2k (1440). My components exceed any of those recommended for the epic ultra with, and the game runs at 32 fps with DLAA on

I've switched from DLAA on to DLSS quality and I've 50 fps every time in 4k.
