i downloaded fh4 on the microsoft store but its now on steam how can i add it to steam and get all the steam features?

By adding the game as a non-steam game the steam overlay is available ingame.
Microsoft Store and Steam are different platforms. Microsoft Store features are available for applications (games) sold on/for the Microsoft Store, Steam features are available for applications (games) sold on/for Steam.

If you’re looking to permanently add the game to your steam library so that it’s accessible through any device logged into steam, you have no other option than to purchase Forza Horizon 4 through steam as well and just link your Microsoft account. Not sure if it will transfer your progress but I don’t see why not since you would still be logged into your Microsoft account with FH4 progress attached to it and the only role steam plays is verifying a license for the game.
